Planning for a shopping center near the Kupchino metro station on Malaya Balkanskaya Street began in 2004. Development assets, which included the unfinished shopping center in Kupchino, began to be put up for sale. At the auction, the company tried to win back the long-term construction, recognizing its ownership of the site, but Smolny also found reasons to refuse it. As a result, in 2014, the court terminated the lease agreement for the site with Romex-Invest LLC.

The object, 92% ready, was transferred to another investor - Piter LLC. The new owner promised to complete the building, which had stood abandoned for about 10 years, after resolving the paperwork issues. At the end of 2017, a deputy of the Legislative Assembly of St. Petersburg proposed to the governor to move the oceanarium project from the Internationalists Park to the site of the failed Quattro shopping center. As follows from the mayor's response, the new owner of the plot is soon going to complete the construction of a shopping complex, so moving the oceanarium to the Kupchino station is impossible.

The aquarium project in the Internationalists Park lasted only 5 years, but during this time it turned into one of the most pressing topics for discussion between city defenders, authorities and investors. In the conflict that unfolded against the backdrop of the struggle to preserve green spaces, Moscow entrepreneurs were again unlucky. This time, the company "", which is part of the capital's "Kyiv Ploshchad" group of billionaires Zarakh Iliev and God Nisanov, encountered difficulties.

Attracting large-scale investments was discussed at a meeting of Smolny in the summer of 2013. Optima was going to invest 3.5 billion rubles in the new oceanarium in the next 2.5-3 years. An area of ​​3 hectares was required for the construction of the facility. “In addition to the aquarium itself, which will feature fish from all over the world, the complex will include a terrarium, two theaters for performances of pinnipeds, killer whales and dolphins, as well as six pools for therapeutic swimming with dolphins,” said company representative Elena Slivina.


Smolny offered investors a site on Slavy Avenue; construction of the complex was planned to begin in August 2014 and be completed in 2017. It was assumed that the oceanarium would become the country's largest scientific and educational center in the field of oceanology and marine biology. Land with an area of ​​3.6 hectares "Optima" was officially awarded in January 2015. 2 years later, the Smolny Investment Committee strategically projected an oceanarium with a multifunctional shopping and entertainment center. In parallel with the preparations for development, there was growing dissatisfaction among urban protection activists who protested against the exclusion of the site from the park area. Events developed rapidly. In March 2018, deputies of the Legislative Assembly of Georgy Poltavchenko moved the aquarium from the Internationalists Park to the site near the Kupchino metro station. The corresponding request was sent by parliament to Smolny. In one of the responses (KGA) reported the cancellation of the order to prepare a planning and surveying project (PPT) for the territory bounded by Sofia Street, Glory Avenue, Bukharestskaya Street and Southern Highway.

At the last meeting of the St. Petersburg parliament on December 5, deputies made it clear that the idea of ​​construction in the park was practically buried. At the hearing on changing the general plan, it was decided that the land plot where the construction of a shopping center with an aquarium had previously been planned would be transferred from the business zone to a green area to return the territory to the park.

Officials have been hatching plans to create a school palace of science and technology for the last 7 years. In 2012, the then-current head of the education committee stated that in St. Petersburg there has long been an excess of humanities students and a shortage of technical specialists. Since then, officials have begun to intensively look for a place for a future technocluster for young people.

The project at one time caused a public outcry and protests from the owners of garages intended for demolition. People considered the amounts that the developer paid them as compensation insufficient. Now, however, there is no point in discussing this. No violations were established in court, the area from the garages was cleared, construction began and there were no external obstacles that could prevent the implementation of this project. We will not guess whether this period will be the last, but for now it still remains in force that before the commissioning of the first stage of “New Kupchino”, a new metro station must operate nearby. The apartments in “Novy Kupchino” are good without any reservations. “Construction Trust” in this case is true to itself. There are no studios in the residential complex, the calculation is made for a family buyer. The apartments are of a decent size, with spacious hallways - in some cases with storage closets. Kitchens are at least medium in size, in many cases full-fledged kitchen-dining rooms. Combined bathrooms are only in one-room apartments, and in two- and three-room apartments there are two bathrooms. Some apartments have two balconies. There are options with an original layout. Many apartments have bay windows. In a word, these are good layouts, real modern comfort class.

To summarize: the project is worthwhile, the location is promising. Cost per sq. meters here is not low, but we must take into account that the houses at the Construction Trust are built from real brick, which is rare in our time. Sales in the first phase opened at the end of December 2018. There are many apartments available now. Sections of the second stage have not yet gone on sale. There are no other new buildings nearby. Closer to other residential complexes (“B”), but prices are higher there. There are also a number of new buildings of comparable price near the station: multifunctional complex, residential complex from LSR Group (rating “A+”) and residential complex from (commission dates have been postponed).

Subsequently, two kindergartens appeared next to residential buildings, and the construction of a school is nearing completion. Surprisingly, there were no more takers - the New Kupchino residential complex is only the second residential complex in a fairly large quarter, and its construction will begin only in 2019.

It is difficult to say what caused this reluctance of developers to come to a specific location. The social infrastructure in the neighboring neighborhoods is represented by various educational institutions: from schools to lyceums, clinics, sports complexes; The trading infrastructure in the area is developed - large hypermarkets, supermarkets and entertainment complexes are located within a few minutes by transport. The site on which it is planned to build “New Kupchino” borders the “Maxid” construction hypermarket.

In the area there are two large parks with reservoirs nearby, the quarter is located relatively far from the railway and the ring road, so that they could somehow interfere with normal life activities, while getting to the Ring Road by car will not be too difficult. The journey from the metro by public transport will take about 20 minutes, which by the standards of the city's residential areas is not so much. Most likely, the developers considered that the demand in the location had been exhausted.

To the north of the complex, a kilometer and a quarter away, the residential complex “Sofia” is being built. The developer states that the houses are being built in a comfort class, like those of the projected “Novoye Kupchino”, but they are being built from panels, not brick, as is the case with the object from Construction Trust company. Housing in “Sofia” costs from 3.664 million rubles, the last house here should be put into operation even before the start of construction of “Novoye Kupchino”. Construction of a residential complex is also underway in the area; housing in a brick-monolithic house will cost the buyer 2.7 million rubles or more, the completion date is the end of 2019.
